Was there a #16 or did it end at 15?

Mile High Chuck for some reason thinks there is a #16, but he has no scan and none in stock. Lone Star Comics and Fogel Guide say #15 is the last issue.

15 is still avail from ROP according to their JAN08 catalog,
so perhaps more evidence that 15 was the end?
